Justin Wilkins was awarded $180,000 by a federal jury after an Oregon State Trooper almost ran him down and then kicked him. Lieutenant Rob Edwards followed Wilkins in an unmarked car after Wilkins was observed passing cars in a no passing zone. Why stopped at a red light, Edwards rear-ended him and then, after Wilkins got up, pulled his gun on him and then kicked him. Edwards also broke Wilkins’ collarbone. All of this was captured on the trooper’s dash cam.
